Sir,
With reference to your letter of the 5th April
(No. F 1754/37/10) on the subject of the proposed agreement
relating to Hong Kong and the Chine se Maritime Customs
Administration, I am directed by the Board of Trade to state
that they concur in the terms of paragraphs 1 and 3 of the
draft telegram which Mr. Secretary Henderson proposes to
send to Sir Miles Lampson.
They would suggest, however, for Mr. Secretary
Henderson's consideration that some alteration might be made
to the second paragraph of the suggested reply since the
proposed agreement does not amount to a Customs union in the
ordinary sense of that term, but has for its purpose merely
to allow the Chinese Maritime Customs to collect duty at
Hong Kong on goods destined for consumption in China itself.
If, nevertheless, Mr. Secretary Henderson considers it
